The current basic_burlap, and basic_chain use an older template texture format that combined all of the clothing into one image, but since the tendency will be for players and world builders to have variety in the clothing it would likely make more sense to separate each part of the outfit into their own parts. This allows for more efficient memory use, and potentially better use of the space. The basic_clothes model should be considered the original and eventually the other two blends will contain the new variations.
